California is one of only three states to experience a double digit drop in the major crime categories between 1993 and 1996.13 The only two states to experience a larger drop in the major crime categories than California are Massachusetts and New York.
Both New York and Massachusetts have established several changes in their criminal justice policies which account for their plummeting drops in crime. New York saw its crime rate drop 33.4% in the six major crime categories from 1993 to l996.'14 New York also has a "persistent offender" statute, similar to California's "Three Strikes and You're Out." Under New York's law, a criminal who commits a Class B felony (rape, home burglary) with two or more
