California is one of only three states to experience a double digit drop in the major crime categories between 1993 and 1996.13 The only two states to experience a larger drop in the major crime categories than California are Massachusetts and New York. |
Both New York and Massachusetts have established several changes in their criminal justice policies which account for their plummeting drops in crime.
