Because the law increases prison sentences, limits the ability of repeat offenders to earn credits to reduce the time they spend in prison, and requires more persons to be sentenced to state prison rather than county jail, some studies have argued that the prison and jail populations would increase substantially.�27 |
Despite predictions to the contrary, the growth in the prison population since the passage of �Three Strikes� has slowed. In the four years prior to �Three Strikes� (1989-1993), the prison population increased by 37%. Since �Three Strikes� has passed, the prison population has grown only 32%.28 |
